Javier Juárez Mojica is a Commissioner of the Federal Institute of Telecommunications (IFT) since October 2016.
He graduated as an Electronics and Communications Engineer from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). Subsequently, he obtained the degree of Master in Information Technology and Administration, in the Instituto Tecnológico Autónomo de México (ITAM) as well as the Master with Specialization in Networks and Information Systems for Companies, awarded by l’École Nationale Supérieure de Télécommunications de Bretagne in France.
He began his professional career at the Federal Telecommunications Commission (Cofetel) in October 1999, where he was directly involved in important subjects, such as the implementation of number portability, the Fundamental Interconnection and Interoperability Plan and the measurement of the quality of service in mobile networks, among others.
Between February 2014 and April 2015, he continued his work in the field of telecommunications regulation as Telecommunications Specialist Director of Entuizer, a company dedicated to the development of projects related to regulation, research and innovation in information technologies for the public and private sector.
As a consultant, he participated in the implementation of projects of great importance in telecommunications, such as the National Backbone Network, the “México Conectado” project and the updating of the Number Portability standards.
From April 2015 until October 2016, he served as Head of the Regulatory Policy Unit of the Federal Institute of Telecommunications.
He has participated in multiple conferences on interconnection, local loop unbundling, virtual mobile operators, Internet of Things and Artificial Intelligence
He is an honorary member of the Word Commission on the Ethics of Scientific Knowledge and Technology (COMEST) of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and was member of the Group of Artificial Intelligence Experts of the Organisation for Economic Co-operation and Development (OEGAI).
