Andrew Rugege, a veteran in the Information Technology field is currently the International Telecommunication Union (ITU) Regional Director for Africa, based in Addis Ababa. He is also the ITU Representative to the African Union (AU) and the UN Economic Commission for Africa (UNECA) both in Ethiopia.
Prior to ITU, Andrew served as Chief Operating Officer (COO) at MTN Rwanda, Chief Executive Officer (CEO) at Artel Communications also in Rwanda. He had previously served as the Director of International Business Development at ABSinteractive, Chantilly, Virginia and Global IT Services Coordinator at United Bible Societies, Reading, England.
Recognized as a thought-leader and key influencer among African countries and the private sector, Andrew is responsible for collaboration with and technical assistance to ITU Members in Africa. He believes that by putting ITU’s resources and expertise at the disposal of its Members and building key partnerships between Public and Private Sectors, Telecommunications/ICT can become the backbone of Africa’s Digital Transformation and the accelerated attainment of UN SDGs and AU Agenda 63.
Andrew leads ITU teams that provide Members States with advice and expertise in Telecommunications/ICT Policy, Regulation, Infrastructure, Innovation and others. He is passionate about Youth Empowerment and Entrepreneurship, closing the gender digital gap, Innovation and sustainable development through ICTs and harnessing Africa’s vast resources. His broad experience in the Technology sector spans over private and public sectors as well as Academia. He holds Master’s degrees in Computer Information Systems and Business Administration as well as in Electrical Engineering.
